A. Letak Indonesia

Letak indonesia dapat dilihat dari 3 tinjauan, yaitu letak astronomis, geologis, dan geografis.

1. letak astronomis

Letak astronomis adalah letak suatu wilayah berdasarkan garis lintang dan garis bujur. Secara astrnomis, indonesia terletak di daerah tropis, terbentang dari utara ke selatan antara 6^oLU hinggan 11^oLS serta dari barat ke timur antara 95^oBT hingga 141^oBT.

Pada daerah ekuator, jarak satu derajat sama dengan 111 km. semakin ke arah kutub jarak satu derajat semaki pendek, hingga angka nol kilometer di kutub. Berdasarkan peta diatas, panjang indonesia dari ujung barat ke ujung timur adalah 46^o. jika dijadikan dalam satuan kilometer, maka panjang kepulauan indonesia menjadi 46^o x 111 km/^o = 5106 km. bandingkan dengan benua australia yang membentang dari barat ke timur sepanjang 40^o. pada ketinggian 30⁰LS, panjang setiap derajat tidak ada 111 km, tetapi hanya 96 km. maka panjang australia dari barat ke timur adalah 40⁰ x 96 km/^o = 3840 km.

2. letak geologis

Letak geologis adalah letak suatu wilayah berdasarkan susunan batuan yang ada pada bumi. Letak geologis wilayah indonesia adalah sebagai berikut.

a)      Indonesia merupakan bagian dari dua buah rangkaian pegunungan besar di dunia, yaitu rangkaian pegunungan mediteran dan rangkaian pegunungan sirkum pasifik.

b)      Indonesia terletak pada pertemuan lempeng litosfer, yaitu lempeng indonesia australia yang bertumbukan dengan lempeng asia.

c)      Indonesia terletak pada tiga daerah dangkalan, yaitu dangkalan sunda, dangkalan sahul dan daerah laut pertengahan australia asiatis.

Letak geologis inilah yang menyebabkan wilayah indonesia banyak dijumpai gunung berapi, sehingga banyak wilayah di indonesia yang kesuburannya cukup tinggi. Namun perlu disadari pula bahwa letak geologis yang demikian itu menyebabkan wilayah indonesia rawan dengan bencana alam seperti gunung meletus dan gempa bumi.

3. letak geografis

Letak geografis adalah letak suatu wilayah sesuai dengan kondisi wilayah yang sebenarnya di permukaan bumi. Biasanya letak geografis dilihat dari permukaan bumi yang ada di sekitarnya. Secara geografis, indonesia diapit oleh dua benua besar, yaitu benua asia di sebelah barat laut dan benua australia di sebelah tenggara. Indonesia juga diapit oleh dua samudra, yaitu samudra hindia di sebelah barat dan selatan dan samudra pasifik di sebelah timur laut. Itulah letak dan posisi negara kita.

Letak negara indonesia pada posisi silang, menjadikan indonesia sebagai wilayah yang strategis. Dilalui oleh jalur perdagangan internasional baik melalui laut maupun udara. Keadaan ini tentu saja dapat memberikan keuntungan bagi negara kita pada masa damai tetapi memiliki posisi yang rawan pada saat terjadi konflik.

Why study public finance

Public finance is the study of the role of the gvernment in the economy (Gruber,2010). This is a very broad defnition. This study involves answering the four questions of public finance ;

1.      when should the government intervene in the economy?

Market failure, the first motivation for government involvement in the economy is the existence of market failures. Problems that cause a market economy to deliver an outcome that does not maximize efficiency

Retribution, the second reason for government intervention is redistribution. The shifting of resources from some groups in society to others.

2.      How might the government intervene?

Tax or subsidize private sale or purchase one way that the government can try to address failures in the private market is to use the price mechanism, whereby government policy is used to change the price of a good in one of two ways.

Taxes. Through taxes, which raise the price for private sales or purchases of goods that are overproduced.

Subsidies. Through subsidies, which lower the price for private sales or urchase of goods that are underproduced.

3.      How might the government intervene?

·         Restrict or mandate private sale or purchase

Alternatively, the government can directly restrict private sale or purchase of goods that are overproduced, or mandate private purchase of goods that are underproduced and force individuals to buy that good.

·         Public provision

Another alternative is to have the government provide the good directly, in order to potentially attain the level of consumption that maximizes social welfare.

·         Public financing of private provision

Finally, governments may want to influence the level of consumption but may not want to directly involve themselves in the privision of a good. In such cases, the government can finance private entities to provide the desired level of provision.

4.      What is the effect of those interventions on economic outcomes?

In assessing the effects of government interventions, policy makers must keep in mind that any policy has direct and indirect effects.

·         Direct effects, the effects of government interventions that would be predicted if individuals did not change their behavior in response to the interventions.

·         Indirect effects, the effects of government interventions that arise only because individuals change their behavior in response to the interventions.

5.      Why do governments choose to intervene in the way that they do?

Political economy, the theory of how the political process produces decisions that effect individuals and the economy.
